A comprehensive guide to using the Land Digital System. Whether you are a property owner or a registered surveyor, follow these steps to navigate the platform.

For Citizens & Property Owners

Verification Before Purchase

Before buying any land, visit the Verify Land page. Enter the property's plan number or ID. Our system will confirm if the land is genuine, free from government acquisition, and registered to the rightful owner.

Register an Account

Click Register and select the Citizen profile. You will be prompted to verify your identity using your National Identity Number (NIN). This is a mandatory security step integrating with the NIMC database to ensure all properties are tied to verifiable individuals.

Apply for Digital C of O

From your dashboard, you can initiate the process for a Digital Certificate of Occupancy. You will need to link your property using the survey plan uploaded by your registered surveyor. Once verified by the Admin against the National Identity Management Commission (NIMC) database, your title is officially assigned.

Transfer Ownership

As a property owner, you can initiate a digital transfer of your property to another registered citizen via the Transfer Ownership page. The recipient will be notified via email to accept or reject the transfer. Once accepted, the digital C of O is instantly reassigned to the new owner, creating an immutable trail of ownership.

For Registered Surveyors

SURCON Verification

Create a Surveyor account using your official SURCON registration number. The system will automatically validate your credentials against the national database before granting you access to the Surveyor Portal.

Upload Survey Plans (GIS)

Use the Surveyor Portal to lodge new survey plans. You can upload a scanned document and our AI-powered OCR system will automatically extract the beacon coordinates. If the document is unreadable, you will seamlessly fall back to manual coordinate entry.

Our system will then run a strict PostGIS automated overlap check. If the land conflicts with existing registered plots, it will immediately be flagged as Disputed.

Save as Draft or Pay

If you need more time, you can click Save as Draft to safely store your incomplete lodgement and resume it later from your dashboard. Otherwise, proceed to process the statutory lodgement fees through the integrated payment gateway.

Automated Invoicing

Once a payment is successful, the system automatically generates a branded PDF invoice, securely uploads it, and attaches it to the property record. You can download the invoice directly from the property details screen at any time.

Agency & Team Management

Master Surveyors can create an Agency practice and invite junior surveyors using their email. Using the Agency Dashboard, the Master Surveyor gains a unified view of all properties submitted by anyone on their team, allowing for effortless oversight of both drafts and registered properties.
